Low Wage Jobs and Low Skill Workers

New Zealand Treasury

NILS is doing a review of the literature on the pathways to satisfactory employment for low skill workers, including the role of low wage jobs. This work is being done for the New Zealand Treasury.

The major question is whether employment in a low wage job is a stepping stone to better outcomes in the future, or whether it is a long term situation for those taking such jobs. The answer, of course, is that it is both.

The real questions are:

a) for what proportion is it a stepping stone rather than a merry-go-round;

b) for whom is it a stepping stone; and

c) what sort of low wage jobs provide good prospects for moving up and what do not.
