SA Small Business Survey

Business SA

Business SA commissioned NILS to conduct a survey of small business in South Australia to inquire about the relatively incidence of formalised enterprise bargaining. Around 900 businesses took part in the survey. Most businesses without certified agreements operated entirely within the award system, while a number combined awards with unregistered agreements. Businesses without registered agreements can be divided into four groups, which in order of importance are:

(i) see no advantage in changing current arrangements, mostly award-based

(ii) did not know that agreements could be certified

(iii) had no interest in making certified agreements

(iv) were deterred by the certification process
